The Council is seeking new Awareness and Enforcement Wardens, effective across Rhondda Cynon Taf, to carry out an education and awareness programme for the implementation of our revised waste management strategy. 

The Council has made the difficult decision to move to 3-weekly residual waste collections based on a number of factors, not least of which is the requirement to achieve the Welsh Government recycling target of 70% by 2024/25, (as well as supporting Wales’s efforts to become net-zero by 2030).

Primarily focusing on participation and assisting with the Council’s public awareness-raising programme to promote recycling, re-use and waste minimisation, the Awareness and Enforcement Wardens will be key in helping the Council maximise its recycling rates through education, knowledge sharing and, ultimately, enforcement.

You will be working with individual households, carrying out door-to-door visits, attending roadshows and events and liaising with a range of community groups, both before and after the service changes are introduced.

You will have excellent communication skills for a variety of audiences and be enthusiastic about working with the local community. You will be able to work independently, as well as part of a team and be able to manage your own workload.

The new Wardens will join existing Officers within the Environmental Enforcement team, which enforces legislation relating to litter, illegal dumping, dog fouling, refuse and other illegal activities as defined by the Clean Neighbourhoods and Environment Act 2005 and the Environmental Protection Act 1990. 

Other duties may include dealing with waste issues such as contamination of recycling bags, excess black bags, bins on the Highway, etc. This will also involve, on occasion, the issuing of Fixed Penalty Notices to members of the public in a face-to-face situation. (You may also be required to attend Court to give evidence relating to these cases as and when required).

Successful candidates will be required to work a shift rota, with some unsociable working hours, and must wear the uniform provided at all times when on duty.
