Permanent Full Time

Pensions, Procurement and Transactional Services are responsible for the delivery of a number of important front-line services that impact on the residents and businesses of Rhondda Cynon Taf. In addition, the service is responsible for the delivery of a number of key business support functions that ensures the smooth running of the Council, such as payroll, procurement, payments, counter fraud and the administration of a large pensions’ bureau.

Over recent years performance within these services has been good and the Council has been recognised externally for the way these services have been managed and delivered. However, like many organisations and businesses, the COVID 19 pandemic and the current Cost of Living crisis has impacted on the delivery of many of these services, as well as providing additional work for many teams to absorb into the current workforce.

The Revenues and Benefits Service, whose primary responsibilities are the administration and collection council tax, business rates and sundry debts, and the payment of Housing Benefit and Council Tax Support claims, is no exception.

Therefore, the Revenues Service is seeking to recruit an additional Team Supervisor who will have day to day supervisory responsibility for the teams that process these workstreams.

You will also be required to implement and monitor compliance of a Council Tax Premium to be levied on empty properties and second homes in Rhondda Cynon Taf. Closely aligned to the Councils Empty Homes Strategy, you will be required to ensure property owners are aware of their requirement to pay the premium while also offering support and advice to bring their properties back into use.

You will also be expected to represent the Council at court and tribunal hearings, specifically dealing with appeals relating to the council tax premium.

The successful applicant will have the relevant experience, drive and commitment to make a positive contribution to delivering the aims and objectives of the services Delivery Plan.

Direct experience in a similar role within a Revenues Service is preferred but not necessarily a precluding factor for people that have the right skills and qualities for this post.
