Early Years Additional Needs Lead Officer

Soulbury Points 9 -12 (+ 3 SPAs)

In line with the statutory requirements of the ALNET Act 2018 the LA seeks to appoint an outstanding professional to contribute to the strategic development of the early years provision for pupils with additional learning needs across Rhondda Cynon Taf.

The role combines strategic development, leadership and operational delivery. As a member of a multi-disciplinary Service the post holder will make an important contribution to an ethos of positive collaborative working with other professionals within the Access and Inclusion Service, including Educational Psychology, Learner Support Services, CLA team, and ALN Administrative Service.

Key tasks include:

  • Guidance, advice and support to the early years sector to ensure high quality provision
  • Development of the authority’s policy on ALN provision for children under compulsory school age who are not yet in a maintained school
  • Training to early years settings on matters related to ALN, engaging other professionals where appropriate for specialist input
  • Effective collaborative working practices with Health professionals, education, third sector and social care in relation to ALN provision.

Effective partnership working with School Improvement colleagues will also be an essential part of the post holder’s role in discharging the Local Authority’s support and challenge role in overcoming barriers to learning and achievement. A passion for raising standards and improving outcomes for early years learners, and excellent working relationships with headteachers, parents/carers and other professionals will be essential.

The successful candidate will be a qualified teacher and have strategic leadership experience. A background of working with early years children with additional learning needs and their families is essential. They will be expected to act as a source of expertise for providers of early years provision to enable to the LA to meet its statutory duties in relation to children with ALN who are under compulsory school age.

The post is predominately based in Ty Trevithick in Abercynon, which is within easy reach of Cardiff.
