We are seeking to recruit a key individual within the Digital Solutions Development Team, within the ICT and Digital directorate of Rhondda Cynon Taf County Borough Council. The vacancy is for a Principal Software Developer to support our future digital direction and increase our ability to deliver software solutions to support the delivery of our digital strategy.  

This role will provide you with the opportunity to be part of our team supporting and delivering exciting transformation programmes that will deliver our priorities for the Council. We need an experienced and innovative Principal Software Developer to expand our team and provide much-needed capacity to meet the Council’s objectives.

You will have proven programming skills in a range of languages, especially but not limited to C#.  You will be able to demonstrate your ability to scope a project’s requirements as well as effectively design and implement your solution to meet a client’s specific needs.  You should have the ability to appropriately devise and implement a test plan to ensure the resilience of your solution before it is deployed.   

The ideal candidate will be able to evidence examples of when they have supported strategies for delivering change through digital transformation projects, including their ability to work effectively as part of a wider project team.  As such good communication and user engagement skills are essential for this role.  

You must be creative, with a ‘can–do’ approach and have detailed experience of project delivery. Digitally savvy, you will be able to successfully challenge traditional ideas and ways of thinking, as well as having the proven ability to effectively deliver digital solutions to improve customer experience.

Within this role you will:

  • Scope, design and deliver software solutions to support delivery of the Council’s Digital Strategy;
  • Liaise with internal and external stakeholders to define requirements and develop bespoke code to deliver digital business processes;
  • Work autonomously in an agile manner as a software developer, to develop high profile council and regional digital processes and services which meet customer need and deliver an excellent customer experience;
  • Lead of team of developers by providing strategic direction, leadership and vision in relation to the delivery of the Strategy;
  • Assist in developing the Council’s website, supporting content, delivering, developing, and improving digital processes and helping ensure they are accessible 24/7;
  • Play a key role in ensuring the Council’s digital services are available 24/7/365, by ensuring improvements are made with a minimum of impact on customer access.

This is a hybrid working role i.e. the majority of hours will be home working with a smaller proportion of office-based working.
